Keep image size small.  These should be installed in the CI job.

Use Alpine provided aws-cli instead of installing manually.

These are required to download and decompress the AWS CLI.

This will enable smaller images.

Create a simple project to build a Docker image using node:18.18.0 as
the base and install the AWS CLI.  This will be used to deploy the CDK
to AWS.
