GitLab

Remove comments from file and generalise image, before_script and
services sections to all jobs.

Create a Dockerfile to build an image with Ruby and Docker.  This will
be used for Kitchen tests.

Additionally, add the default GitLab Docker pipeline to build the image
and push it to GitLab's container registry.  This will be pulled down at
the beginning of Salt state pipelines.
