[Epic] As a player, I want to claim a chunk

This epic requires the following subtasks:

• Create a configuration file if one doesn't already exist and load it
• Messages sent to the user should be stored within a configuration file
• Typing /claim or /unclaim should send the user a message
• Implement MySQL and connection pooling
• Claims should be saved/removed from MySQL table
