[Epic] As PO, I want a simple Spigot plugin with a CI/CD pipeline

This epic requires the following subtasks:

• Create a simple plugin which outputs a logging message on startup (#2 (closed))
• Add a CI/CD pipeline to build the Gradle project in a Docker container (#3 (closed))
