[Epic] As Dylan, I want core/init.sls to render successfully

Rendering of core/init.sls fails for two reasons:

• salt.exceptions.SaltRenderError: Jinja variable 'salt.loader_context.NamedLoaderContext object' has no attribute 'host'
• salt.exceptions.SaltRenderError: while parsing a block mapping did not find expected key in "<unicode string>", line 11, column 10

This causes all pillar data to become inaccessible because this error affects the core pillar.
