Specify Node v14.x on web minions

The version of Node (and more precisely, npm) available in the Ubuntu repositories is too old to use Laravel Mix. infrastructure/salt-states/web-states#4 (closed) adds the Salt Node formula to the web states. The pillars for web minions should specify Node v14.x.
