Make Let's Encrypt CloudFlare DNS plugin credentials available to all minions

At present, CloudFlare credentials from Vault for the Let's Encrypt CloudFlare DNS plugin are only available on git machines. However, salt and web machines will also need to be able to issue certificates and therefore these credentials will need to be moved to core.init.
