[#2] Automatically apply states on a schedule

Associated issue: #2 (closed).

At present states are only applied when the state.apply module is run manually.

To ensure changes to states are always applied (and to ensure modules like pkg.uptodate are run routinely), a schedule has been created to apply states daily at 10am.
