[Epic] As Dylan, I want these states to apply successfully

The application of these states fails for two reasons:

• Rendering SLS 'base:sql.mysql' failed: found character that cannot start any token
• MySQL Error 2002: Can't connect to local MySQL server through socket '/var/run/mysqld/mysqld.sock' (2)

This causes Kitchen tests (and subsequently CI runs) to fail.
