[#2] Add FORMULA file

Associated issue: #2 (closed).

Create a FORMULA file to allow states within this repository to be called from other repositories. For example, other VMs require TLS certificates so the web.files states could be reused to deploy Let's Encrypt config files to prevent code duplication.
